If you have several ports then only the port that is closest gets workers.
Simply build the required buildings at this port, then destroy them and send the workers to the desired port.

It is a wonderful map. I did it on my first try, but I had to use everything what I learned about the game to do it.
Somehow I missed the southern harbor, so I run out of gold and coal. But I had a lot of stones, and I bombed the hell out of the yellow and a green enemy. The borders was calm, and after I went to south, it was a piece of cake. At this point the ships didn't carry my craftmen (miner, smelter, blacksmith), maybe it is some kind of bug. I almost restarted the map here. But I found some iron bar, and I crafted some new tool on the southern island.
The red was the last one, but it was no match for my army
