In my case, after 6 hours, the enemy continues to expand.

Yes I know. Some players prefer the bigger maps. That's cool of course.
I was just speaking for myself.

And anyway, if enemies do not develop, map is not playable properly Cannot fix it by waiting longer. Sometimes the AI just crashes. It happens from time to time. Question is just, whether this happens just in rare cases in this map, or everytime. One can only find out by doing several trial runs with speed cheat.

I guess the map is too huge and resources are distributed too far away from the AI. In order for them to expand it is usually necessary to have resources in some proximity, otherwise they just stop expanding. In case you position stone deposits above mineable resources, the AI won't get this and does not consider it as available resources.

I recommend to create smaller maps the enemies can be reached more quickly in smaller maps and enemies expand usually better.
For example, in this maps "a new world go" I played hours before even encountering an enemy.
For me personally, I prefer maps where you encounter enemies sooner
