I explore the map as quickly as I possibly can. When I encounter the enemy, I find that he has been producing gold coins for quite a while, whereas I have yet to find a single gold mine.

Unless you play on easy difficulty, I don't see how you can beat the computer when the resources are distributed so unfairly.
