Your citizens will be busy with so many ducks and they are necessary to your survival.
Your nearest neighbor has no soldiers, unless you get too close and become their soldiers; because they do have a full compliment of priests and manna up the yingyang.
An ST is possible but probably not necessary if you eat lots of soup.
