Settings Videocard Settlers IV

I've started a topic yesterday about making maps for Settlers 4 but the topic was closed before I could answer.
I think it has something to do with my videocard which is a NVIDIA GeForce GT 620.
Does anybody know which settings I can use to create maps for Settlers 4 again?
It renders well but I can't see tools and stuff.
I hope somebody knows what to do with the settings.

Microsoft dropped support for 16 bit graphics with Windows 8.
But it is somewhat usable if you drag the tool windows out of the main window. Now it should be only menus which don't render properly, but at least there are keyboard shortcuts for those.
